   how do you find out the owner of a vehicle using a vin or license plate number
   
   My friends daughter was supposed to give the car back to her parents that they paid for. The pink was in the daughters name. The daughter said she sold the car but the insurance company says she is still paying for insurance on the car.

   i think the best thing to do is to go to the Vehicle Licence Registration Department and present to them the plate number,i think they will be able to trace the name of the owner registered with that plate number.

   It doesn't matter if the parents paid for the car, the name on the pink slip is the official owner of the title and the vehicle. In order for the sale of the vehicle to be legal they need to have the title tranfered to the new owners and both new owner and seller  would have to sign the current title and have it notorized at an auto tag shop. New tags would also have to be issued. As far as the payment to the insurance company goes, just call them and cancell the insurance.

   Depends on the reasons why you would want to know. If for example you believe that this vehicle hit your car you can report it to your insurer. They will be able to apply to the DVLA for the owners name and address. If you think the owner of that vehicle might have broken the law (eg: didn't report an accident then the police will contact DVLA for relevant info).
   You can always try contacting the DVLA direct yourself and see if they will give you this info (unlikely as it will be covered by the Data Protection Act).
